Chicago Administrative Law Judge Rules in Favor of Southside Recycling

Chicago Administrative Law Judge Mitchell Ex vacated the denial of a Large Recycling Facility Permit to Southside Recycling, ruling that the Chicago Department of Health lacked the authority to impose a Health Impact Assessment, that CDPH Commissioner Allison Arwady improperly applied the finding of that HIA to the permit review process, and that "Southside Recycling had met the LRF rules and requirements for an operating permit."
